1. The following persons shall be eligible to become members of the library They shall have the privilege to draw books from the library to the extent and for the period shown against each subject to the conditions and restrictions herein laid down:-

Borrowing Procedure | ||
1. Members shall be permitted to draw books from the Library subject to the following conditions:
a) Officers other than those of grade A & B category. (Vii) and students of categories of (iii) & (iv) shall provide two passport size photographs, duly attested, to the Library. Which will be fixed on their cards. 2. When a request is made for a book already loaned out of the Library the intending borrower will be required to fill in a reservation card. As soon as the book is received back in the library the intending borrower shall be informed such books will be issued in order of prority determined by the dates of reservation. 3. If a borrower desired to retain a book beyond the prescribed period he get it re-issued provided the book is not reserved by an other member. 4. Members shall inspect/books at the time of issue and bring defects if any to the notice of the Library officials at the counted. 5. Dictionaries Encyclopedias works of reference original manuscripts books which contain valuable engravings loose plates or maps or those unbound or un-catalogued shall not be issued on lean by the Library except with the permission of the Librarian at his discretion. 6. No magazines periodical or newspaper shall be taken out of the reasing room except by a member of categories (i) & (vi) of Rules A-1. Who will give a written receipt for the same. 7. Members of category (vii) of A-1 shall have the privilege of borrowing non-technical books only 8. The Librarian shall keep in the Reference Section books of which only one copy is available in Library but which is in large demand by the members. 9. A book urgently required in the Library may be recalled by the Librarian. 10. Members shall not damage, mark or write on any library book/books, periodical, map, or manuscript. Defaulter shall be required to replace the damage material with the new one, or to pay double the prevailing price of the market. The price for rare book/books shall be decided by the Librarian. 11. Members shall get the books issued on their cards before taking them out of library. Infringement of this rule shall entail one or more penalties mentioned below:- a) Heavy fine 12. Retention of books by the members beyond the prescribed time limit shall entail fine, it will be Rs. 1/- per day per volume for textbooks and Rs. 2/- for the reference books. 13. The fine or double cost of the book shall be collected by the counter clerk on the prescribed receipt available at the counter. The amount will be deposited in the University Bank. 14. The Chairman Library Committee/Librarian may at his discretion reduce of remit the delay fine. 15. The amount collected under rule 12 & 13 above shall be deposited in the University Bank under the head Library. Fine Fund the amount that collected shall be placed at the disposal of the Library Committee. |
General Conduct and Discipline | ||
1. Members entering the Library shall not bring in their personal books one cases large size file covers over coats etc. These may be deposited with the Library Attendant at Library Main Gate's counted. 2. Eating sleeping smoking and audible conversation within the Library premises is prohibited. 3. The Librarian shall be responsible for maintenance of order in the Library. For disorderly conduct or breach of any rule he may require a member so offending to withdraw form the library for the remainder of the day and shall immediately report the case to the Chairman Library Committee. 4. The Library shall remain closed on weekly & other University holidays and for the annual stock-taking period. Stock-taking shall be conducted from shelf list/accession register. 5. Physical verification will be made every year where the number of volumes is upto 50,000 and if the number of volumes exceed 50,000 stock-taking will be made after three years. |
Safe Guards | ||
a) There will be only one point of entry and exit in the library. The doors and windows of library shall be secured with proper protective devices.
b) It will be ensured that no serious negligence on the part of the library staff has resulted into losses of books. c) Proper record for the library materials issued may be maintained according to modern library practices and proper records for transfer and movement of books form one section to the other be also kept. d) Proper arrangements shall be made for keeping the personal belonging including books etc at the entrance point. e) The Librarian is empowered to make personal check on any person in case of any doubt. |
Working hours | ||
a) Working hours of the library are the working hours of the university.
b) The library hours may be changed according to the service requirements of the university. |
Rules for the Book Bank |
||
1. The students enrolled in various departments of this University shall be entitled to borrow books from the Book-Bank. 2. A student who is a member of the University Library shall also be considered a member of the Book-Bank. 3. The Library security Rs. 500/- shall also be considered security for the Book-Bank. 4. The members shall be entitled to draw upto eight books at a time for a term or year. 5. The borrowers shall have to return the books to the Book-Bank within a week after the last paper of their examination. The book may be got reissued for supplementary examinations. 6. Rs. 3/- per book per month will be charged from the borrowes in advance as the rental fee 7. Late rent fee Rs. 3/- per month per book. 8. The Chairman, Library Committee/Librarian may, reduce or remit the fine at his discretion. 9. No University Certificate of any kind shall be issued to students who fail to return the books to the book-Bank. 10. The Library security shall not be refunded to a students unless he/she gets clearance from the Book-Bank. 11. If the book is damaged, mutilated or lost, the defaulters shall be required to replace the books with the new one or the double the prevailing market price. 12. The cost of lost or damaged books, rental fee and the amount of fine imposed upon the students for the late return of books of the Book-Bank will be collected by the Assistant Librarian/Counter Clerk Book-Bank, on the prescribed receipt available at the counter. The amount thus collected will be deposited in the University Bank under the following Heads i). 577-6 Book-Bank Account |
Library Committee |

1. Members of the Committee.
The Library Committee shall consist of the following members: i) A Senior Teacher will be the Chairman, nominated by the Vice-Chancellor. 2. QUORUM The Quorum for the members of the Library Committee shall be half of the total number of members a fraction being counted as one. 3. TERM OF OFFICE The term of office of members of the Library Committee other than ex-office members shall be three years. 4. MANAGEMENT SHALL VEST IN THE LIBRARY COMMITTEE The management and control of the library shall vest in the Library Committee which shall be responsible to the Vice-Chancellor for the proper organization and functioning of the Library in all respect. |
Powers and Duties of Library Committee |

a). Shall have the full powers for the purchase of books provided the expenditure to be incurred does not exceed the allocated amount made for any financial year. b). In purchasing books Library Committee shall follow the instructions of Library Rates Committee Ministry of Education. |
Write-Off of Losses Weed Out |
||
i). Losses of Library materials are unavoidable when they are used Losses to the extent of 3% per annum of the available stock in an open access library shall be written off by the Chairman, Library Committee on the recommendations of Library Committee.
ii). Losses at 2% per annum shall be written off of the available collection of a close access or partially open access library by the Chairman on the recommendations of Library Committee. iii). The losses written by the Chairman shall be struck off from the stock and the records of the Library, including public catalogues, and transferred to the withdrawal register indicating the authority under which the losses were written off. iv). In addition, the permanent irrecoverable loans of books, mutilated, damaged and worn-out books found to be beyond repairs during the physical verification and shall also be placed before the Library Committee for write off. v). WEED OUT: Library Committee shall weed out un-useable books/outdated books from the library stock. |
Powers and Duties of the Chairman | ||
a) The Chairman shall have the powers to purchase an urgently needed book/books from any bookseller.
b) Shall have the authority to sanction the payment for the book/books purchased under the rules. c) Shall have the powers to write-off of the book losses as described in C (i) on the recommendations of the Library Committee |
